Challenges: In the Negev region of Israel, the state agencies refuse to provide electricity and water infrastructure to Arab Bedouin villages arguing that the Bedouin villages are illegal settlements. For a longtime, politicians expected that the Bedouin would evacuate the villages due to their lack of access to basic public infrastructure systems. Yet the Bedouin did not evacuate.
While their refusal could be partly explained by resilience, it was made possible by various workarounds the Bedouin community developed to bypassed the state power and access the denied resources by their own means.</description>
